Ukraine makes concessions to Hungary for it to unlock EUR 500 million from EU military fund

On Friday, 29 September, the National Agency on Corruption Prevention (NACP) announced the suspension of the status of international war sponsor for the Hungarian OTP Bank, which Budapest had demanded repeatedly.

Details: The status of an international war sponsor has been suspended for OTP Bank, as well as five Greek shipping companies, whom Kyiv accused of illegally transporting Russian oil bypassing the price cap.

Quote: “This decision was made as a result of negotiations between the Agency’s representatives and representatives of companies and governments in these countries to terminate cooperation with the Russian Federation,” the NACP stated without specifying details.

They directly explained that they were hoping for Hungary to unblock the tranche of EUR 500 million from the European Peace Fund in response, and for Greece to refuse to block the future package of EU sanctions aimed at reducing Russia’s ability to continue the war.

At the same time, the NACP emphasised that the exclusion of the Greek companies and the Hungarian bank from the list of international sponsors of the war will depend on the fulfilment of the conditions regarding cooperation with Russia.

In May, the National Agency for the Prevention of Corruption of Ukraine announced that it included OTP Bank in the list of war sponsors due to the desicion of the bank’s management to continue operations in the Russian Federation and the de-facto recognition of the so-called “Donetsk and Luhansk People’s Republics”.

The Minister of Foreign Affairs of Hungary, Péter Szijjártó, said that due to Ukraine’s inclusion of the Hungarian OTP Bank in the list of war sponsors, Budapest “will find it very difficult” to agree with the EU on new sanctions against Russia.
