According to the updated Concept, the activity of the Russian secret services is of an aggressive nature and poses a significant threat to the collective security of NATO and EU countries, as well as to Latvia’s national security.
The Concept notes that Russia’s policy includes preparations for a full-scale conflict with NATO.
The Latvian security services stressed that Russia is not merely outlining and developing military attack scenarios, but also planning how to weaken its opponent on all fronts and at every stage of hybrid war.
In addition, the Belarusian secret services, which have been coordinating their operations more and more frequently with their Russian counterparts, also pose a threat to Latvia’s security.
The Russian secret services are working purposefully and systematically to obtain intelligence on key aspects of Latvia’s foreign, domestic, economic and energy policy, and are also monitoring societal processes and public opinion, the Concept says.
In the context of Russia’s war against Ukraine, Russian intelligence’s priority is the political and military support of Ukraine by Western countries, specifically by Latvia, and the policy on Russia being developed in Western countries. Latvia’s security policy, military potential and civil defence potential, critical infrastructure, crisis management mechanisms and border security are also important targets for Russian intelligence, the document states.
The Latvian security services expect an increase in the intensity of espionage activity against Western countries, including Latvia.
Earlier, it was reported that the Latvian security services are investigating the possible export of microcircuits for a military plant in Russia.
