Ukrainian government approves ramping up domestic production of electronic warfare systems

The terms for the Ukrainian military receiving electronic warfare equipment will be shorter in light of recent legislative changes. From now on, approval for use will be based on a joint departmental test report or upon the examination of specified tactical and technical characteristics.

Quote from the Ministry of Defence: “The state procurement agencies will also be able to purchase UAVs [unmanned aerial vehicles, or drones] and electronic warfare systems if they conduct joint tests with the manufacturers.

Until now, the process of approval for use has been unnecessarily long, and involved studying technical paperwork, conducting tests, and determining and confirming the Armed Forces’ needs.

The General Staff has also been made responsible for setting out the technical requirements for electronic warfare systems, and the current demand for different types of such systems.”

Details: Meanwhile, Fedorov said he was sure that this important decision will help domestic electronic warfare systems manufacturers grow, reinvest profits, and not waste time on red tape.

Quote from Fedorov: “The government approved a decree on UAVs in March.

The decision has helped the Ukrainian drone market to grow more than tenfold. Now our soldiers receive lots of domestically manufactured drones. Now we’re applying this experience to electronic warfare systems.”

Details: Fedorov explained that the changes will make the following possible:

  • procure electronic warfare equipment in accordance with a simplified process;
  • increase the manufacturers’ profit by 25%;
  • allow for equipment to be used without a second round of tests or a meeting of the Defence Ministry commission;
  • reduce the time it takes to approve UAV and electronic warfare systems for use to 10 days;
  • procure electronic warfare systems for the Defence Ministry and the State Special Communications Service at the request of the Defence Forces;
  • procure UAVs and electronic warfare systems before the completion of the procedure for approval for use following a positive joint departmental test report, or the availability of a NATO stock number;
  • eliminate the need for the General Staff of the Armed Forces of Ukraine to approve technical specifications for UAV and electronic warfare systems samples.
