Zelenskyy instructs government to meet EU requirements for accession negotiations

President Volodymyr Zelenskyy signed a decree on Wednesday “on certain measures to prepare for the negotiation process on Ukraine’s accession to the European Union”, which instructs the government to implement the relevant steps.

Details: In the decree, which comes into force immediately after its publication, Zelenskyy instructed the government to complete the implementation of the recommendations of the European Commission mentioned in the expansion report published today.
The Cabinet of Ministers should also initiate consultations with the European Commission on “organisational aspects of the accession negotiation process” and, based on their results and after the EU summit approves the decision, make proposals on the composition of the negotiating delegation.
The government should improve the coordination of government agencies in European integration issues and the practice of developing European integration laws, as well as prepare a draft law on approving a new National Programme for Adaptation of Ukrainian Legislation to EU Law.
The decree states its purpose is “to ensure the implementation of the state’s strategic course towards gaining full membership of Ukraine in the European Union”.
Background:
- In the report published on 8 November, the European Commission recommended starting accession negotiations with Kyiv, but before that, Ukraine must implement some of the reforms that have not yet been implemented.
- At the same time, the European Commission proposes to implement a procedure for Ukraine’s accession to the EU under a new procedure, which provides for preparing technical issues of accession negotiations in parallel with political ones.
