Ukrainian State Logistics Operator reveals what first purchase for Defence Forces will be

One of the first purchases to be made by the State Logistics Operator, the new procurement agency of Ukraine’s Ministry of Defence, will be tourniquets.

Quote from Zhumadilov: “I hope this will be one of our first purchases of which we can say that finally, first of all, they have been purchased, and secondly, they are of high quality.”
The agency, together with the Defence and Health Ministries, is currently determining quality criteria for tourniquets.
According to Zhumadilov, other components of first-aid kits are not so problematic.
Quote: “[That’s] because quality control is much better with regard to, for example, hemostatic agents or occlusive adhesive dressings. That is, the problem there is not so acute, and high-quality medical products can be purchased.”
Zhumadilov said that when it comes to tourniquets, you can’t rely on feedback from the front line alone. Sometimes the same product receives very positive reviews initially, but after a while negative reviews come in from the same department. It’s all about impressions, not objective testing carried out on properly prepared equipment.
Quote: “We have to come up with a second solution, and not just focus on the fact that some people liked some tourniquets, while others say no, these ones aren’t suitable. Because in these cases, we’ll be back in a situation where procurement is impossible. Because you can’t rely on opinion alone and base decisions about how to spend budget funds on it.”
Zhumadilov also noted that it is possible that the state agency will purchase complete first-aid kits rather than individual components in the future.
