Ukrainian Human Rights Commissioner to appeal to ICRC and UN over video of execution of Ukrainian soldiers

Dmytro Lubinets, the Ukrainian Parliamentary Commissioner for Human Rights, is to appeal to the International Committee of the Red Cross and the UN regarding a video showing Ukrainian soldiers being executed as they were surrendering to the Russians.

Quote: “Today a video has emerged online of Russian servicemen executing Ukrainian soldiers who were surrendering! This is yet another violation of the Geneva Conventions and a manifestation of contempt for international humanitarian law! Russia is showing its terrorist face again and again!

The world must not condone such crimes. Therefore, as the Human Rights Commissioner of Ukraine, I will be appealing in this regard:

– Firstly, to the International Committee of the Red Cross, whose mandate provides for the documentation of crimes against prisoners of war. And it’s clear in the video that the Ukrainian soldiers are taking the necessary steps that show they are surrendering! The fighters were disarmed and their hands were up. They didn’t pose any threat! The Russian side was supposed to take them prisoner and grant them the status of prisoners of war.

– Secondly, to the United Nations, so that the permanent monitoring mission of the UN records this instance as another vivid example of Russia’s violation of international humanitarian law.”

Details: Lubinets said he thinks the Ukrainian law enforcement and intelligence agencies will be able to identify the Russian servicemen who committed this crime. 

“At the same time, I would like to note that such crimes are the responsibility of the top leadership of the Russian Federation! They should all be punished!” Lubinets wrote.

Background: On Saturday, a video emerged online of Russian occupiers shooting Ukrainian soldiers who were surrendering, probably near Stepove. The Armed Forces are examining the video.
