Ukraine’s Defence Minister on Ramstein meeting: Russia has not achieved desired results and we can outwit it
Pravda Ukraine
Ukrainian Defence Minister Rustem Umierov has stated that it cost Russia 400 soldiers to capture each square kilometre of Ukrainian territory. Russia also used six times more artillery shells than Ukrainian forces, and actually only occupied the settlements of Bakhmut and Mariinka within last year. He believes the Russian Federation can be “outwitted” by integrating technologies and coordinating actions.

Details: At the first Ramstein meeting in 2024, Umierov stated that Ukraine’s leadership had established clear military tasks and goals for 2024, and that the Ministry of Defence and the General Staff of the Armed Forces had developed priorities and other details for the current year.
The Minister stated that adequate equipment and ammunition, as well as maintenance and spare parts, are required to maintain the front line, but a breakthrough will necessitate innovation and significant technological progress. As a result, by 2024, defence technologies will be central to the Ministry of Defence’s agenda.
According to Umierov, despite another year of war against Ukraine and the democratic and legal order, Russia has not achieved the desired outcomes.
Quote: “It is hardly an accomplishment that Russia’s massive military industry, along with the aggressor’s entire army, captured the ruins of two cities – Bakhmut and Mariinka (…).
Russia sent thousands of soldiers to their deaths. They give up an average of 400 soldiers in exchange for one square kilometre of land. Since our last meeting, Russia has lost over 54,000 soldiers. However, the enemy has limitless mobilisation resources.
The enemy fired six times as many artillery shells as Ukrainian forces.
Despite its resources and superior weapon production capabilities, Russia has yet to achieve its strategic objectives. The entire Russian military machine is operating at full capacity to attack small Ukrainian villages.
At the same time, despite having six times more artillery, the enemy was unable to achieve any significant results. Imagine how the situation on the battlefield would change if the proportions were 1:1.”
Details: Umierov stated that following the last meeting of the Ukraine Defence Contact Group in November, Ukraine experienced several massive missile attacks. In just two months, the Russian Federation’s terrorist regime launched more than 600 missiles and 1000 Shahed drones at Ukrainian cities.
In addition, following the previous Ramstein meeting, Russia tried a new tactic to find flaws in Ukraine’s air defence system: it launched nearly twice as many missiles and about 30 percent more Shahed UAVs.
However, the effectiveness of Ukrainian air defence against Russian missile attacks has increased by a third, according to Umierov. He added that Ukraine is also constructing large-scale fortifications.
Ukraine’s Defence Minister also stated that Russia has invested in the production of FPV drones, and that its potential in this area has already exceeded Ukraine’s capacity.
The minister stated that FPV drones help compensate for the shortage of artillery ammunition, that using artificial intelligence software would make strikes more accurate while and help preserve artillery reserves, and that more electronic warfare systems would aid in the defence against Russian drones.
As a result, the Ministry of Defence is willing to co-invest in technology and joint production to facilitate the signing of long-term contracts with interested companies.
Quote: “We can outwit the enemy by adopting an asymmetrical strategy. Through technology integration, training, informed decision-making, and coordination. By improving the effectiveness of recruitment, supply chain management, and digital solutions. This will give us a technical and strategic advantage.
We are extremely grateful to our partners for their assistance. For the growth of our potential. For sharing intelligence and technology. For continued training and assistance.”
