Ukraine estimates that compensation mechanism for losses from Russian aggression will start working in at least a year

Deputy Minister of Justice Iryna Mudra believes that it will take at least a year for the international mechanism established in The Hague to start working to compensate for the damage caused by Russian aggression in Ukraine.

Details: Iruna Mudra stated that applications for compensation for damage caused by Russia’s aggression will be able to be registered as early as April this year.

“The categories of people who were affected [by Russian aggression] and categories of damage have already been approved by the registry’s board and must be certified by the conference of the parties, which will be done in April,” she explained.

After that, the deputy head of the Ministry of Justice added that an international multilateral agreement, which will require ratification, should establish a compensation commission, governing bodies and sources of coverage.

“This will take at least a year, as the relevant international law must be complied with. Therefore, unfortunately, no matter how much I would like to, we cannot say that it will be possible to receive compensation tomorrow,” Mudra predicts.

Markiian Kliuchkovskyi, Executive Director of the Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine, predicted that the compensation mechanism would, at most, be launched next year.

The agreement on the Register of Damage Caused by Russian Aggression was adopted in May 2023 at the Council of Europe summit in Iceland. In June, Markiian Kliuchkovskyi was appointed as the Executive Director of the Register of Damages.
