Details: Türkiye, Brazil, and Tunisia were the largest buyers of Russian fuel oil and diesel fuel by volume on 1-7 April. They accounted for 64% of the supplies.

Last week, the volume of Russian diesel and fuel oil arriving at Turkish ports decreased by 20% to 392,000 tonnes. Tunisia received 118,000 tonnes.

Russia was the only supplier of diesel and fuel oil to Brazil. Russian distillate shipments to Brazilian ports increased by 60% to 240,000 tonnes. All cargoes were shipped from Russia’s Baltic ports.

Background: Given the potential shortage, the Russian government is considering introducing some loosening of environmental standards for fuel to allow the use of low-quality petrol.

Russia has asked Kazakhstan to be ready to supply 100,000 tonnes of petrol in case of a fuel shortage that could be exacerbated by Ukrainian drone attacks and refinery shutdowns.

Russia increased its fuel imports from Belarus in March to overcome the risk of a shortage on its domestic market, which arose due to repairs at Russian refineries following the Ukrainian drone attacks.
