Ukrainians consider Putin illegitimate – survey

85% of surveyed Ukrainians consider the rule of Vladimir Putin after the 2024 presidential elections in Russia illegitimate.

Details: In October 2023, the Parliamentary Assembly of the Council of Europe adopted a resolution calling on member states to recognise Vladimir Putin as illegitimate after the end of his presidential term that ends in 2024 and sever all ties with him with the exception of humanitarian ones and those that facilitate peace.

Assessing their attitude towards this resolution (that is, whether Putin’s rule can be considered legitimate after March 2024), 85% of surveyed citizens of Ukraine supported the position of the Assembly, and only 5% did not (10% did not decide).

The question was as follows:

The Parliamentary Assembly of the Council of Europe has issued a statement calling on European countries to consider the rule of Russian President Vladimir Putin illegitimate if he stays in power after the 2024 elections and sever all ties with Russia except the humanitarian ones. Do you support this position?

Answers:

 

In terms of responses in oblasts, this position is supported by 92% of residents of the west of Ukraine, 91% of residents of the central regions, 72% of residents of the south and 71.5% of residents of the east. Respectively, 1%, 3%, 7%, and 15% do not support this position.

88% of Ukrainian citizens, who mostly speak Ukrainian at home, and 78% of those who speak Russian, are in favour of recognising Putin as illegitimate (3% and 9%, respectively, are against it).

The face-to-face survey was conducted from 21 to 27 March throughout Ukrainian territory controlled by the Ukrainian government and not subject to hostilities.

In total, 2,020 respondents aged 18 and older have been interviewed. The theoretical sampling error does not exceed 2.3%. At the same time, additional systematic sampling deviations may be caused by the consequences of Russian aggression, including the forced evacuation of millions of citizens.

Background: After the so-called presidential elections in Russia, the editorial board of the group of media outlets Ukrainska Pravda decided to no longer call Putin a “president”.
