Ukraine’s Foreign Minister on Russia’s provocations against Baltic states: typical hybrid intimidation tactics

Ukraine’s Foreign Minister Dmytro Kuleba has commented on Russia’s recent provocations against Estonia, Lithuania and Finland.

Details: Kuleba noted that the recent Russian provocations on the borders of the EU and NATO in Estonia, Finland and Lithuania are part of Russia’s typical hybrid tactics of harassment and intimidation.

“Ukraine has seen such Russian actions many times before. We know that the most effective way to counter them is through unity, strength, and unwavering mutual support,” the minister tweeted.

Kuleba expressed Ukraine’s solidarity with its Estonian, Finnish and Lithuanian friends: “We remain vigilant and prepared to provide any necessary assistance in countering Russia’s hybrid threats.”

“We also call on NATO to act resolutely in protecting Estonia, Finland, and Lithuania. When we all stand strong and united, no one will be able to intimidate us,” the minister stressed.

Background:

  • Earlier this week, a draft law indicating Russia’s plans to unilaterally change maritime borders with its neighbours in the Baltic Sea was spotted on the Russian government’s website. The project has been removed from the website after it received publicity.
  • On 23 May, Estonia said that Russian border guards had removed buoys installed on the Estonian half of the Narva River. The incident led to the summoning of Russia’s Charge d’Affaires in Estonia to Estonia’s Foreign Ministry.
  • Over the past 24 hours, a number of European countries have expressed support for the Baltic states and Finland, and the EU has responded with a statement on behalf of the bloc, demanding that Russia explain its actions in Narva.
