Details: On Monday evening, the Kremlin reported that during the conversation, “Putin outlined the fundamental approaches of the Russian side” in connection with the upcoming Peace Summit in Switzerland.

They also stated that the Brazilian president “expressed a desire to contribute to finding options for a peaceful settlement” of the war in Ukraine, “which is reflected in the well-known joint initiative of Brazil and China on this matter.”

The Brazilian president’s press office reported that, when discussing Ukraine, da Silva “reiterated his support for peace negotiations involving both sides of the conflict” in accordance with the document signed by representatives of Brazil and China.

Background:

  • At the end of May, Bloomberg reported that an important issue for the EU is how to transition from the Peace Summit in Switzerland to a possible meeting in Saudi Arabia in the autumn, with Russia’s participation. The news agency wrote that Ukrainian President Volodymyr Zelenskyy is urging country leaders to participate in the event, but Russia is actively trying to hinder the participation of key nations.
  • It was noted that Brazil and India are considering sending lower-level officials, while China may only send a senior government official. Meanwhile, China and Brazil are trying to put forward the idea of an alternative meeting.
  • Later, the Chinese Ministry of Foreign Affairs stated that the Global Peace Summit in Switzerland does not meet all the criteria that Beijing requires for such forums, indicating that China is “unlikely” to be represented there.
  • Recently, Swiss officials announced that Türkiye and India will participate in the summit, although it is still not clear at what level. It remains unclear whether Brazil and South Africa will attend.
