Zelenskyy’s decree also governs the adoption of directives for negotiations with the EU and directs the government to organise and approve the personal makeup of the working groups preparing Ukraine’s negotiating positions.

On the afternoon of 21 June, the EU Council approved Ukraine and Moldova’s negotiation frameworks, as well as the holding of intergovernmental conferences that will officially launch accession negotiations on 25 June.

Prior to that, Moldova determined who would be the lead negotiator for EU membership, and President Maia Sandu issued a decree to initiate the talks.
