Former head of Ukraine’s Infrastructure Restoration Agency responds to Finance Ministry’s criticism of Agency’s work

Mustafa Nayyem, former head of the State Agency for Restoration and Development of the Infrastructure of Ukraine, refutes the accusations of Ukraine’s Ministry of Finance that the agency has been using funds allocated by international partners inefficiently, as well as a number of other allegations.

Quote: “The Ministry of Finance has publicly made a range of strange comments. According to one of them, the Agency for Restoration has not used a single hryvnia of the UAH 7.8 billion (US$190.7 million) from the partners. Since it is the official position of a governmental body, which calls the work of the whole team of the agency into question by manipulating facts and numbers, I consider it necessary to provide an explanation.”

Details: Mustafa Nayyem states that lately the Ministry of Finance of Ukraine has been making public statements that:

  1. In 2024, the Restoration Agency is allocated a resource of UAH 7.8 billion from all international financial institutions, but as of 1 June 2024, the Restoration Agency has not spent a single hryvnia of this amount.
  2. The Agency of Restoration has not presented the project of a water pipeline in Mykolaiv Oblast.
  3. The average salary in the Agency in April was 35,300 hryvnias (US$863).
  4. The Agency of Restoration received a €150 million tranche from the European Commission right away but presented funding plans to contractors without official approval by the government.
