Kremlin shows no interest in peace talks – ISW

Analysts at the Institute for the Study of War (ISW) have pointed out that Russia is not considering any peace plans and is not interested in them. They have noted that Russia intends to use the concept of negotiations only to encourage the West to pressure Ukraine to make concessions regarding Ukraine’s sovereignty and territorial integrity.

Quote: “The Kremlin continues to publicly signal its disinterest in any peace settlement short of total capitulation of the Ukrainian government and destruction of the Ukrainian state.”

Details: Ukrainian President Volodymyr Zelenskyy has announced a Victory Plan, noting that Russia is not interested in ending the war on any reasonable terms and is only pretending to be interested in negotiations.

Zelenskyy stressed that Ukraine had invited Russia to the second peace summit, but the Kremlin had not shown any interest in participating in the event.

In particular, Kremlin spokesman Dmitry Peskov said that “there is no alternative” to a Russian victory in Ukraine, reiterating Russia’s unwillingness to negotiate on terms other than Ukraine’s surrender.

Peskov also called NATO and the West a “collective enemy”.

Russian Foreign Ministry spokesperson Maria Zakharova said that Russia would not participate in the second Ukrainian peace summit or any “similar summits”.
