Quote from Zelenskyy: “I shared our plans with Emmanuel – the Victory Plan and others – and  briefed him about the situation on the battlefield. Before winter, we will need your support. We are grateful for everything you are doing for us.”

Details: In further comments, Zelenskyy mentioned that they discussed the issue of ammunition supplies and lifting restrictions on Ukraine’s use of Western long-range weapons, as Ukraine could not fully cover its needs with drones of its own production.

“What we have now is not enough. We are seeking funding for this need – for domestic production – and we are also waiting for permission from our partners,” Zelenskyy said.

Macron, for his part, elaborated that Zelenskyy had disclosed details of the Victory Plan to him. “It was an important step for us, an opportunity to discuss the coming weeks and months, both military and diplomatic work,” he said.

When asked for clarification, Macron stated that France’s level of support, including weapons supply and the training of Ukrainian soldiers, remains the same as in previous months.

Background:

  • The day before, on 9 October, Macron, accompanied by French and Ukrainian Defence Ministers, visited Ukrainian soldiers of the 155th Brigade undergoing training in the Grand Est region of eastern France and wished them success.
  • Zelenskyy arrived in France from London, where he had a several-hour conversation with British Prime Minister Keir Starmer about the Victory Plan. He also met NATO Secretary-General Mark Rutte in London.
  • According to Bild, on Friday, Zelenskyy is expected in Berlin, where he will hold talks with Chancellor Olaf Scholz and President Frank-Walter Steinmeier.
