Details: The sanctioned persons include individuals and legal entities responsible for the development and transfer of Russian UAVs, missiles, and related technologies to support the Russian Federation’s aggressive war against Ukraine, as well as the transfer of these weapons to combat groups and organisations that undermine peace and security in the Middle East.

The sanctions list includes three Iranian airlines (Saha Airlines, Mahan Air, and Iran Air), as well as two procurement organisations. They are in charge of supplying Iranian-made UAVs and related components and technologies to Russia via transnational procurement networks.

The list also includes two companies that produce missile fuel and rocket shells.

Furthermore, the Council decided to impose restrictive measures on Iran’s Deputy Defence Minister, Seyed Hamzeh Ghalandari; prominent officials of the Islamic Revolutionary Guard Corps Qods Force (IRGC-QF); IRGC Khatam al-Anbiya Central Headquarters; and IRGC Aerospace Force Space Division, as well as the managing directors of the EU-listed companies Iran Aircraft Manufacturing Industries (HESA) and Aerospace Industries Organisation (AIO).

These individuals will face an asset freeze and a ban from entering the European Union.

Furthermore, it is unlawful to donate funds or economic resources, directly or indirectly, to persons or legal entities, organisations, or bodies on the list, or in their favour.

The necessary legal acts have been published in the Official Journal of the European Union.

The European Union has already cautioned Iran multiple times against turning over ballistic missiles to Russia, describing the move as breaching a taboo.

Recently, Iranian Foreign Minister Abbas Araghchi slammed the EU’s proposed sanctions. He stated that Iran has not provided Russia with ballistic missiles.

On 4 October, Bloomberg reported that the EU was ready to impose sanctions against Iran for supplying Russia with ballistic missiles, which the US had officially confirmed on 10 September.
