Details: The Moscow Times source reported that in 2023, exports of steel pipes totalled 436,000 tonnes, while in 2024, amid “difficult geopolitical circumstances”, this figure fell to below 100,000 tonnes.

In 2022-2023, European countries imposed tough sanctions on the supply of steel products from Russia in response to Russia’s invasion of Ukraine. According to the Ministry of Industry and Trade, the restrictions on exports affected 200,000 tonnes of pipe products and 700,000 tonnes of steel billets.

The United Kingdom has also imposed restrictions on Russian imports. In March 2023, the United States placed a 70% import duty on Russian metals. Furthermore, in April 2024, the US Treasury Department prohibited imports of aluminium, copper and nickel of Russian origin. The British Treasury stated that these sanctions would affect US$40 billion in Russian metal imports.

According to the Federal Customs Service of the Russian Federation (FCS) data from 2021, Russian steelmakers supplied US$7.36 billion worth of rolled steel to Europe, or 8.5 million tonnes in physical terms, before the start of the war.

Meanwhile, Russia’s production of LDPs has also fallen. Last year, it totalled 2.3 million tonnes, down 8% year-on-year, according to analysts at Metals & Mining Intelligence (MMI). In 2025, pipe production will decline to 2.1 million tonnes.
