Euro-Atlantic integration minister expects Ukraine will sign minerals deal with US

Olha Stefanishyna, Ukraine’s Deputy Prime Minister for European Integration and Minister of Justice, has said that an agreement with the US on the use of natural resources is still being discussed.

Details: Ukraine’s Deputy Prime Minister says that Ukraine has not “rejected” the agreement on critical minerals proposed by the United States.

Quote from Olha Stefanishyna: “We expect that it will be signed.”

Details: NBC News reported that the Trump administration proposed that Ukraine give the United States 50% ownership of the country’s rare earth minerals, but Zelenskyy refused to sign the document. The White House called the decision “short-sighted”.

Background: 

  • On 13 February, US Treasury Secretary Scott Bessent arrived in Kyiv to discuss economic cooperation with Ukraine. At that time, Zelenskyy announced that the US had presented Kyiv with the first draft of a “partnership agreement”, which envisages investment in Ukraine’s mineral resources in exchange for further aid.
  • On 14 February, a meeting between Zelenskyy and US Vice President JD Vance in Munich was postponed to give the US the opportunity to work on the partnership memorandum, which Ukraine had finalised and handed over to the Americans.
