Azerbaijan introduces restrictions on stay for Russian citizens

Azerbaijan will impose restrictions on the duration of stay for Russian citizens entering without a visa starting 1 January.

Details: The Cabinet’s order indicates that Azerbaijan will limit Russian citizens entering without a visa to a stay of 90 days within a calendar year beginning 1 January.

Previously, Azerbaijan’s Ministry of Foreign Affairs announced plans to amend the rules for the temporary stay of Russian citizens in the country.

Officials in Baku noted that Russia itself will reduce the permitted stay of foreigners to 90 days per year starting 1 January. Azerbaijan’s Foreign Ministry stated that it bases its decisions on the principle of reciprocity in matters of temporary residence.

Background:

  • On 25 December, an Embraer aircraft operated by Azerbaijan Airlines, en route from Baku to Grozny, crashed near Aktau in Kazakhstan. The crash resulted in the deaths of 38 people.
  • Azerbaijan Airlines announced on Friday, 27 December, that their plane had experienced “external physical and technical interference”.
  • On 28 December, during a phone call with Aliyev, Putin apologised for the “tragic incident involving the Azerbaijan Airlines plane that occurred in Russian airspace” but did not acknowledge Russians’ responsibility.
  • On 29 December, Aliyev stated that the Azerbaijani Airlines plane, which encountered trouble over Russian territory, was attacked from the ground. He also demanded Russia acknowledge its responsibility and provide compensation.
  • On the same day, Putin called Aliyev for the second time and they continued to discuss the crash of the Azerbaijan Airlines plane.
