Details: Biden was asked if his position on Ukraine’s use of Western long-range weapons to strike deep into Russia could be changed, as it is one of the main proposals raised by President Zelenskyy.

“In foreign policy, you never say: ‘I will never change my mind’. Right now, there is no consensus on long-range weapons,” the US president replied.

Ukraine is seeking to use long-range missiles to hit Russian air bases and military facilities used in attacks on Ukrainian cities.

Background:

  • In September, Biden alluded to the possibility of lifting the restrictions on Ukraine’s use of long-range weapons, saying that his administration was “working that out“.
  • The US president was in Berlin for a short visit, during which he discussed, among other things, Russia’s invasion of Ukraine with the leaders of Germany, France and the UK.
