The Verkhovna Rada (the Ukrainian parliament) Committee on National Security and Defence has excluded provisions on demobilisation and rotation of military personnel from the government’s draft law on mobilisation, which is being prepared for the second reading.

Details: The exclusion of the issue of demobilisation from the draft law was initiated by Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces of Ukraine.
In a letter to the Minister of Defence Rustem Umierov, which Ukrainska Pravda has in its possession, Syrskyi emphasises the need for urgent legislative changes to improve the issues of military service and mobilisation.
Quote from Syrskyi’s letter: “At the same time, certain provisions of the draft law, given the significant number of MP’s amendments, require more detailed analysis and additional study. In view of the above, the offer is to regulate the issue of the grounds for dismissal from military service, as well as the introduction of rotation of military personnel at the legislative level, separately by considering it in another draft law.“
Details: The issue was discussed at a meeting of the Cabinet of Ministers on 9 April.
The government agreed with the proposal of the Ministry of Defence to initiate the exclusion of provisions on dismissal from military service and rotation of servicemen from the draft law.
The government is to submit a separate bill with these provisions to the parliament.
Ukrainska Pravda publishes an excerpt from the agenda of the Cabinet of Ministers meeting at which this decision was made.
As a result, members of the Verkhovna Rada Committee on National Security decided at a meeting on 9 April to exclude the provision on demobilisation and rotation of the military from the government’s draft law.
In conclusion, the Committee instructed the Cabinet of Ministers to develop and submit a draft law to improve the mechanisms for rotation of military personnel during martial law, their demobilisation and medical and social rehabilitation within eight months of the date of publication of the legislative act in the Holos Ukrainy newspaper, i.e. after its adoption.
Background:
- On 7 February, the Verkhovna Rada passed a government draft law on mobilisation on the first reading. Among other things, the draft law included provisions on the demobilisation of military personnel.
- MPs submitted 4,269 amendments to the document for the second reading.
- On 29 March, the Verkhovna Rada Committee on National Security, Defence and Intelligence considered all the amendments submitted by MPs to the second reading of the draft law on mobilisation.
