EU to strengthen monitoring of tankers to prevent sanctions evasion

The EU member states will strengthen the monitoring and exchange of information about tankers in order to detect the vessels which unload oil from ship to ship, hiding its Russian origin.

Details: The EU will implement harsher rules in order to put an end to the sanctions evasion schemes carried out through manipulating the AIS (automatic identification system of vessels – ed.) data.

Moreover, a strengthened mechanism of information exchange will allow better identification of ships and subjects which resort to deceptive practices, such as ship-to-ship reloading, in order to hide the origin or purpose of the cargo while transporting Russian oil and oil products.

The EU Council also decided to implement rules of reporting on the selling of tankers to any third country in order to make their sale and export more transparent. This specifically applies to already used tankers which may be used to evade the ban on import of Russian oil or oil products and the G7 price restrictions.

Background:

The Council of the European Union completed the process of adopting the 12th package of sanctions against Russia on Monday, 18 December.
