European Commissions positively assesses Ukraine’s reform progress

The European Commission has given a positive verbal assessment of the progress of reforms in Ukraine and Moldova in certain areas necessary for European integration, as set out in the November report on EU enlargement.

Details: This means that Ukraine has achieved the necessary criteria in certain areas: anti-corruption, control over political lobbying, transparency of officials’ wealth, and ensuring the rights of national minorities. Therefore, the European Commission recommends starting accession talks with Kyiv.

The EU and Ukraine hope to officially start negotiations by the end of June, as Hungary takes over the EU Council presidency on 1 July.

Background:

  • Earlier, the media reported that Hungary would express disagreement with Ukraine’s progress, continuing to state that the rights of the Hungarian minority are being violated.
  • Prior to that, it was reported that Hungary had blocked the approval of the draft negotiation framework on Ukraine’s accession to the European Union at a meeting of EU ambassadors on 29 May over the issue of minority rights.
  • The German government stated that Ukraine had fulfilled the reform requirements necessary to start negotiations on accession to the European Union.
