EU’s foreign ministers to discuss increasing support and security guarantees for Ukraine

Increasing support and possible security guarantees for Ukraine following the G7 declaration, signed on the sidelines of the NATO summit in Vilnius, will be discussed at a meeting of foreign ministers of EU countries on Monday, 11 December.

Quote: “On Ukraine, we will present the state-of-the-art of the security commitments that we have to present to the European Union Council later this week after the Secretary General for Security and Defence, my undersecretary Charles Friese, went to Kyiv for consultations with the Ukrainians, and ministers will have to discuss how to proceed on the proposals to increase our support.”

Details: Borrell noted that the intensity of hostilities is not decreasing and that the most massive Russian attack by assault drones on Kyiv took place recently.

“That’s the moment to put all of our capacity to support Ukraine,” the diplomat emphasised.

Borrell noted that this would include increasing the capabilities of the European Peace Facility, coordinating the bilateral agreements between the member states with Ukraine and providing assistance at the level of the entire EU.

Background:

  • During the NATO summit in Vilnius, the Group of Seven (G7) countries agreed on a framework document outlining security guarantees for Ukraine. While they did not agree on the specific parameters of the guarantees, they set out an overall framework, with individual countries expected to sign bilateral agreements with Ukraine in due course.
  • At the beginning of last week, Ukraine began consultations with the EU on collective security guarantees as a development of the G7 declaration on support for Ukraine, signed on the sidelines of the NATO summit in Vilnius.
  • In November, such consultations began with Germany and Italy, and prior to that with the Netherlands and France.
