The White House believes that combat action in Ukraine in the next few months will be critical for its defence, and Congress must therefore make a decision on support for Ukraine swiftly.

Details: Kirby noted that the Russians continue to attack Ukraine with drones and missiles, so the Ukrainian command is now having to make tough decisions about which weapons and ammunition to use in circumstances where their supplies are dwindling.
Meanwhile, Russia continues to receive aid from Iran and North Korea, including ballistic missiles. In addition, the Russians have begun to produce their own drones and other weapon systems.
In this context Kirby noted that the US administration is focused on Ukraine’s victory. He recalled that US President Joe Biden has clearly stated that Ukraine must become a flourishing and sovereign country with its borders and sovereignty restored.

Background:
- In a meeting with US Congressional leaders and the chairs of relevant committees on Wednesday, President Biden called for the prompt unblocking of funding for further assistance to Ukraine.
- Senate Republican Leader Mitch McConnell said he expected the Senate to consider a bipartisan deal on Ukraine and border security funding next week. Senate Democratic Majority Leader Chuck Schumer echoed McConnell’s confidence in reaching a deal.
- The bill envisages over US$60 billion in support for Ukraine, US$14 billion for Israel, and the same amount for measures to counter illegal migration on the US’s southern border.
- The White House has previously stated that it has no more money for further military support for Ukraine until it is approved by the US Congress.
- Key aides to US President Joe Biden warned Congress during a closed-door meeting that Ukraine would face considerable challenges at the front if no additional military aid is approved.
