Registers and applications of Ukraine’s Defence Ministry not affected by Russian cyberattack

Details: Kateryna Chernohorenko reported that the services of Ukraineʼs Ministry of Defence are working without fail. Electronic reports and military records remain available.

More details: Chernohorenko said the only temporary restriction was that the ministry had to suspend deferrals in the Reserve+ due to restoration work in the state registers.
Quote from Kateryna Chernohorenko: “All deferrals already received remain valid and are correctly displayed in the Reserve+. We are doing our best to restore this service as soon as possible. The data security of our defenders and those liable for military service is a priority. We are constantly improving the protection of the Oberih register and the Army+ and Reserve+ applications.”
As reported, Olha Stefanishyna, Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration, said on 20 December that the interruptions in Reserve+’s operation could be related to cyber defence measures taken by the Ministry of Defence.
Quote from Olha Stefanishyna: “We have appealed to all relevant government departments to take cyber defence measures. Therefore, it is possible that Reserve+ took a certain quarantine to carry out additional checks.”
More details: When asked what persons liable for military service should do if they are unable to generate a military registration document due to the current situation, the deputy prime minister said that the Ministry of Defence is responsible for this.
Background:
- Ukraine has experienced the largest cyberattack on government registries in recent times. The operation of key Ministry of Justice systems has been temporarily suspended as a result of the attack conducted by Russian hackers. The hackers claimed to have destroyed all data they gained access to, including backup copies stored on servers in Poland. The state registers will be restored within two weeks.
- The largest cyberattack on Ukraine’s state registers had been in the works for several months, but the Security Service of Ukraine (SSU) has stated that they could not disclose details about its preparation.
- First of all, the Ministry of Justice will restore the unified register of powers of attorney, the unified register of special forms, notarial documents and the inheritance register, which will ensure proper accounting and minimise negative consequences.
