Telegram founder Durov vows to improve messaging app’s moderation during trial

During a hearing in a French court, Pavel Durov, the founder of the Telegram messaging app, has promised to take all necessary measures to improve content moderation on his platform.

Details: The French court suspects Telegram may be complicit in criminal activity. However, during a hearing in December 2024, Durov argued that users involved in illegal actions “are harmful to Telegram’s business and reputation”.

In response to the judges’ questions about illegal content on Telegram, Pavel Durov, accompanied by three lawyers, pledged that Telegram would work to “improve its moderation procedures”.

Durov said that Telegram deletes “15 to 20 million user accounts worldwide each month for breaking the law” and emphasised that the platform is not alone in facing these issues, pointing to its competitors as well.

Durov even claimed to be collaborating with several associations that fight against child exploitation.

However, the judges noted that these initiatives emerged only after Durov’s arrest. “It was while I was in police custody that I became aware of the seriousness of all these facts,” the Telegram founder admitted.

Background: After Durov’s arrest, Telegram updated its rules to allow moderation of private chats.
