Quote: “NABU and SAPO, together with Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities, Territories and Infrastructure Development, and Mustafa Naiiem, Head of the State Agency for Restoration and Infrastructure Development, exposed a current MP, part-time owner of large construction and agrarian businesses, on the offer of illegal benefits.
In August 2023, he turned to a top official of the Ministry of Reconstruction with a request to grant his company contracts for the reconstruction of infrastructure facilities worth UAH 1 billion [about US$27.7 million]. For this, he promised a “reward” of 3-5% of the value of each contract. To coordinate further arrangements, the parliamentarian also involved the company’s director.”
Details: UP sources say that the MP in question is Serhii Labaziuk.
NABU says that Labaziuk gave Naiiem US$150,000 through a proxy after receiving UAH 50 million (about US$1,4 million) for a contract to restore a destroyed bridge in one of the regions of Ukraine.
The transfer of the bribe took place in the parking lot of the capital’s supermarket, and the money was in a Chinese decorative box, NABU writes.
Background: Andrii Odarchenko, an MP from the Servant of the People party, has been served with a notice of suspicion by SAPO and NABU for attempting to bribe Mustafa Naiiem, Head of the State Agency for Restoration and Infrastructure Development.
