Ukrainian parliament approves internationally agreed reform of Economic Security Bureau

The Verkhovna Rada (Ukrainian parliament)’s Finance Committee has approved the new, final bill on rebooting the Economic Security Bureau, which meets the requirements of international partners.

Quote: “We approved the new and final version of the bill on the reform of the Economic Security Bureau in the Committee for the second reading! Yesterday evening and night, we were finalising the outcome of difficult multilateral negotiations, and here it is. 20 votes in favour [of the respective decision],” he said.
He said the new version of the law now meets the requirements of international partners, businesses, and the public.
The new bill provides for the following:
- The new Head of the Economic Security Bureau will be chosen by a commission of six members, half of whom are international experts with decisive voting rights.
- Re-certification will be conducted by a commission of six members from among the newly elected Head of the Bureau and another six from among international partners, based on proposals from the Ukrainian business community.
- For the next three years, personnel commissions will operate with six members from the Bureau and six from international partners, based on proposals from the Ukrainian business community.
- The independence of the Bureau’s director will be guaranteed at the level of National Anti-Corruption Bureau of Ukraine/Specialized Anti-corruption Prosecution/National Agency on Corruption Prevention.
The vote on the bill will take place in the Verkhovna Rada on Thursday.
Background:
- The Verkhovna Rada’s Finance Committee approved the bill on rebooting the Economic Security Bureau, which was not agreed upon with international partners.
- The Finance, Tax, and Customs Policy Committee recommended that the parliament adopt a new version of bill No. 10439 on the reform of the Economic Security Bureau. However, this was done without the input of businesses and without the agreement of international partners.
- The Verkhovna Rada supported bill No. 10439 on rebooting the Economic Security Bureau in the first reading during its session on 11 April.
