Ukrainian parliament passes bill on rebooting the Economic Security Bureau

The Verkhovna Rada (the parliament) has voted in the second reading for bill No. 10439 on the reboot of the Economic Security Bureau (ESB).

The bill was supported by 239 MPs, with 226 votes necessary to pass. It is noted that the bill is agreed upon with international partners. It stipulates that the new ESB head should be selected by a commission of six members, half of whom are international experts with the right to a decisive vote.

The bill also provides for the re-certification of ESB employees, to be conducted by a commission consisting of six members from the new ESB director and six from international partners, as proposed by Ukrainian businesses.

For the next three years, personnel commissions will operate, consisting of six members from the ESB and six from the foreign partners.

Background: 

On 20 June, the parliament’s Finance Committee approved the new, final bill on rebooting the Economic Security Bureau, which meets the requirements of international partners.
