Ukrainian President’s Office expects mechanism of compensation for losses caused by Russian aggression to start working in 2025

Iryna Mudra, Deputy Head of the Ukrainian President’s Office, predicts that an international compensation mechanism for damage caused by Russia’s aggression, established in The Hague, will be operational by 2025.

Details: Mudra noted that over 100 representatives from 55 countries across all continents, the EU, and the Council of Europe attended the meeting. They discussed the “key principles of the future commission” and held the first reading of the draft for the new international instrument.

“We should conclude these negotiations next year and sign an agreement on the establishment of a commission to review applications for the launch of this international tool,” she added, stressing that “this is an unprecedented speed for international processes”.

Background:

  • The agreement on the Register of Damage from Russian Aggression was adopted in May 2023 at the Council of Europe Summit in Iceland.
  • In June, Markiian Kliuchkovskyi was appointed Executive Director of the Hague-based Register of Damage.
  • The Register of Damage has begun accepting applications from those affected by Russia’s aggression. However, no mechanism currently exists to determine the amount of compensation for each case or how it will be paid.
  • This mechanism is expected to be the compensation commission, which will operate under an international agreement ratified by the Register participants. In March, Iryna Mudra, then Deputy Minister of Justice, estimated it would take at least a year to establish the commission.
