Details: Senator Graham admitted that there was a consensus in Ukraine regarding a critical attitude to the elections.

Quote: “Everyone I spoke with believes that the first step is to turn the war into the best environment for holding elections. And I agree with this after being on the spot,” said the representative of the US Republican Party.

Graham was the highest-ranking American official to publicly and categorically state that elections in Ukraine were required despite martial law.

“Next year, elections should be held in Ukraine… I want free and fair elections in this country, even while it is under attack,” he said at a press conference in Kyiv, linking the elections to the provision of defence assistance. This statement sparked heated debate and criticism in Kyiv, but Graham remained firm in his position and, a few days later, called for assistance in holding elections in Ukraine during the war.

However, international partners’ recent rhetoric about the need for elections in Ukraine has changed. According to the senator’s new statement, he has also revised his position.
