Warden at Hong Kong care home for mentally disabled charged with rape, sexual assault of residents

A warden at a care home for the disabled has been charged over the rape and sexual assault of two residents.

According to the indictment, Chung Pui-kei, 38, was charged with four counts of raping a woman and one count of gross indecency with a man. Chung was formerly an assistant warden at the Hong Chi Pinehill Integrated Vocational Training Centre in Tai Po.

Chung appeared before Acting Principal Magistrate David Cheung on Monday morning at the Fanling Magistrates’ Courts. He was not required to enter a plea, and the next hearing was adjourned to February 3 next year, pending forensic reports, local media reported.

Sexual assault

The four counts of rape related to the same woman, identified as Y in the indictment. He is accused of raping Y once on August 3 and three more times on separate occasions, on unknown dates in July.

Chung is also charged with committing “an act of gross indecency with a mentally incapacitated male, namely Male X” on August 3, according to the charge sheet.

The gross indecency charge carries a maximum penalty of two years imprisonment. Rape is punishable by up to life in prison.

Chung did not apply for bail and was taken back into detention.

The former warden’s court appearance came after the suspected assaults were revealed two months after they happened.

Secretary for Labour and Welfare Chris Sun defended the delay, saying time was needed to ensure the victims were emotionally stable before the assaults were publicised.

According to the Hong Chi Association, the Pinehill Integrated Vocational Training Centre serves adults with mild and moderate intellectual disabilities, also offering residential services.

The association terminated Chung and set up an independent committee to look into the case after a review of surveillance footage of the suspected assaults.
