Details: When asked about House Speaker Mike Johnson’s proposal to provide Ukraine with credit-based financial assistance, Kirby indicated that the White House prefers the Senate bill.

Quote: “We believe that the bill passed in the Senate adequately addresses our strong desire to continue to support Ukraine. It responds well to the needs of Ukraine’s defence, as well as Israel’s defence and other issues of our national security around the world,” the White House representative said.

“So we continue to urge Speaker Johnson to bring this bill to the floor, vote on it, and move on. We know that if there is an opportunity to vote, it has strong support from both parties,” he added.

Background:

  • Earlier, Johnson told Republican senators that his House would draft legislation to support Ukraine, which could take the form of a loan or lend-lease to protect American taxpayers’ interests.
  • Previously, Ukraine’s Minister of Justice, Denys Maliuska, stated that the Ukrainian government is willing to accept credit-based financial assistance from the US in order to expedite its approval in Congress.
  • The US State Department, commenting on the idea of aid in the form of a loan, said that “burdening Ukraine with billions of dollars of foreign debt” in a full-scale war is not appropriate.
