Zelenskyy signs law approving mechanism for evaluating academic achievements of citizens from occupied territories

Ukrainians living in the temporarily Russian-occupied territories (TOTs) and having received their education there will be able to validate their level of knowledge by passing a certification test.

Ukrainian President Volodymyr Zelenskyy signed the relevant bill No. 9591 on 21 December.

Ukrainians residing in the TOTs will have a chance to start or resume their education in other Ukrainian regions.

They will need to undergo certification to have their educational results recognised.

“The law foresees grounds for establishing an effective mechanism for assessing academic achievements for people who have been educated in the Russian-occupied territories. This enables TOT residents to resume their studies in Ukrainian educational institutions or obtain a certain degree,” said Tamila Tasheva, Permanent Representative of the President of Ukraine in the Crimean Autonomous Republic.

However, academic achievements at the higher education level can be recognised in the amount of no more than 75% of the total volume of the curriculum.

Moreover, academic achievements will not be recognised according to the list of specialities and professions to be approved by the government.

Pursuant to the text of the law, education will be provided at the state or local budget expense with a place in student accommodations.

Background: Earlier, the Ukrainian parliament reportedly approved a mechanism for evaluating academic achievements gained in the TOTs.
